Having public liability insurance hasn't stopped Plymouth City Council from preventing a Devon man from walking owls along a busy road.

Yes, owls.

BBC Devon reported that Russell Bird, who regularly takes the birds to a local shopping centre at Ridgeway, has been asked to find a different way to transport the birds, despite a 100 signature petition against the move.

Speaking to BBC News Mr Burt, who collects money for a local animal sanctuary, said: "the owls enjoy going out and about and everybody loves seeing them, now because somebody thinks they shouldn't be out by day I can't do it any more."

The council issued a statement saying "the core issue for us is that our animal protection experts are worried that a sudden and unusually loud noise, as is entirely possible at the very edge of a busy highway, could distress the animal."

The owls are tethered and there have never been any accidents, but it seems that this, along with Mr Burt's public liability insurance, simply isn't enough.
